Deluge needs to have the Itconfig plugin installed, then you can tweak the settings to get the speed up. The most important setting was to turn off the utp protocol. If you're using the VPN and connecting to PIA, then try different access points, protocols and ports. Having no incoming connection may well causing slow performance.
